Inspection reports often use cautious wording because findings are limited to evidence and areas accessible at the time. Understanding those limitations is part of understanding the report.
Previous activity and damage

Conducive conditions
These are observations relevant to risk or inspection, not proof of termites.
Inaccessible areas
Read these beside the conclusion; unseen areas limit what can be said.
